REGULATIONS
of the V Children of Asia International Sports Games
I. GENERAL REGULATIONS
The V Children of Asia International Sports Games (hereinafter named as the Games) are held in compliance with the Decree of the President of the Russian Federation No. 359-рп of May 31, 2010 with the aim of promoting ideas of the Olympic movement, development of children and youth sports and strengthening of international sports cooperation
The main objectives of the Games are:
• strengthening of friendship between children of the countries of the Asian Continent and regions of the Russian Federation;
• mastering of sports skills;
• identification of strongest athletes for the Olympic national team reserves of the countries of the Asian Continent and the Russian Federation;
• development, propaganda and systematization of sports for handicapped children.
II. TERMS AND VENUES OF THE COMPETITIONS
The Games will be held from July 4 to July 16, 2012 in towns of Yakutsk, Mirny and Neryungri of the Sakha Republic (Yakutia)).
Date of arrival – July 4, date of departure – July 16.
III. ORGANIZATION OF THE COMPETITIONS
The overall organizing and holding management is implemented by Ministry for Sports, Tourism and Youth Policy of the Russian Federation, Ministry for Education and Science of the Russian Federation, Government of the Sakha Republic (Yakutia), Olympic Committee of Russia, Republican Organizing Committee for the preparation and holding the Games (hereinafter named as the Organizing Committee) approved by the Decree of the President of the Sakha Republic (Yakutia) No. 179 of July 15, 2010.
The holding of the Games is imposed directly on the Republican Organizing Committee for the preparation and holding the Games, Chief Referee Board approved by the Organizing Committee, and All-Russian sports federations.
IV. REQUIREMENTS TO PARTICIPANTS AND TERMS OF THEIR ADMISSION
Participants admitted to the Games will include united teams of the Far Eastern, Siberian and Ural Federal Districts, Republic of Bashkortostan, Republic of Tatarstan, Moscow (in accordance with agreements signed with the Government of the Sakha Republic (Yakutia)), united teams of countries of Asia, and two united teams of the Sakha Republic (Yakutia).
Forming of the united teams of Federal Districts by various kinds of sports is implemented by the corresponding All-Russian sports federations on the basis of final results of official competitions held in accordance with the Unified calendar plan of interregional, All-Russian, and international sports events approved by Ministry for Sports, Tourism and Youth Policy of the Russian Federation.
Age of participants – 16 years and younger (born in 1996 and younger).
Competitions of team sports (basketball, volleyball, football) will be held among eight teams each, including:
- four teams of the Russian Federation – winners of competitions in the Far Eastern, Siberian and Ural Federal Districts, United Team of the Sakha Republic (Yakutia) No. 1;
- four teams from Asian countries admitted to competitions by the invitation of the Organizing Committee.
Herein, basketball and volleyball teams representing the Sakha Republic (Yakutia) are allowed to be strengthened by players from other regions up to 3 players, football team – up to 5 players.
Official members of delegations and sportsmen must be provided with their own unified sports kits. Players must have two kinds sports kits varying in colour and balls for training.
V. SCHEDULE OF COMPETITIONS
Competitions will be held according to acting rules approved by international sports federations.
Disputable issues, appeals and protests on competition results are considered by the Board of Appeals in each kind of sports (in exceptional cases – by the Chief Referee Board of the Games).
Disputable issues, appeals and protests on general matters are considered by the Organizing Committee of the Games.
In competitions of basketball, volleyball, and football, balls will be provided by the Organizing Committee of the Games.

The United Team of the Sakha Republic (Yakutia) No. 1 is formed upon estimations of participation in the Games of a maximum quantity of athletes mentioned in the Program, and makes 227 sportsmen, including 65 sportsmen in competitive kinds of sports.
Quantitative composition of the United Team of the Sakha Republic (Yakutia) No. 2 is up to 162 sportsmen participating in individual kinds of sports in the Program of the Games.
Quantitative composition of united teams of Far Eastern, Siberian and Ural Federal Districts is up to 145 sportsmen, including up to 65 sportsmen in competitive kinds of sports and up to 80 sportsmen in individual kinds of sports in the Games.
Quantitative composition of Asian countries, City of Moscow, Republic of Bashkortostan and Republic of Tatarstan is up to 80 sportsmen participating in individual kinds of sports in the Games.
In case if sportsmen of a united team do not participate in competitions in Yakut Jumps and Mas Wrestling, then quantitative composition of the united team in individual kinds of sports in the Games should not exceed 70 sportsmen.
For holding cultural entertainment events within the Games the teams are recommended to prepare several artistic and cultural performances of their own region or country.
Basketball
Team composition:
30 persons, including:
Boys – 12 sportsmen, 1 team manager, 2 coaches, for foreign teams – additionally 1 referee;
Girls – 12 sportsmen, 1 team manager, 2 coaches, for foreign teams – additionally 1 referee;
Age of participants – 16 years and younger (born in 1996 and younger).
The tournament will host 8 teams of boys and girls each.
Teams are drawn into 2 Subdivisions A and B with 4 teams in each. Competitions are held with round robin system in 1 tour.
Teams that win 1st and 2nd places in Subdivisions A and B compete for 1st-4th places in the semi-finals with the following set out:
Subdivision A 1st place – Subdivision B 2nd place
Subdivision B 1st place – Subdivision A 2nd place
Winner teams of the semi-finals proceed to the finals and compete for 1st place, defeated teams compete for the 3rd place.
Teams that get 3rd places in Subdivisions compete in playoffs for 5th-6th places, teams that get 4th places in Subdivisions compete in playoffs for 7th-8th places.
Boxing
Individual competitions.
Team composition:
13 boys, 1 team manager, 2 coaches, for foreign teams – additionally 1 referee.
Age of participants – 15-16 years (born in 1996-1997)
Weight categories: up to 46, 48, 50, 52, 54, 57, 60, 63, 66, 70, 75, 80, over 80 kg.
Volleyball
Team composition:
30 persons, including:
Boys – 12 sportsmen, 1 team manager, 2 coaches, for foreign teams – additionally 1 referee;
Girls – 12 sportsmen, 1 team manager, 2 coaches, for foreign teams – additionally 1 referee;
Age of participants – 15-16 years (born in 1996-1997).
The tournament will host 8 teams of boys and girls each.

Freestyle Wrestling
Individual competitions.

27 persons, including:
Boys – 11 sportsmen (one in each weight category), 1 team manager, 2 coaches, for foreign teams – additionally 1 referee;
Girls – 10 sportsmen (one in each weight category), 1 team manager, 2 coaches, for foreign teams – additionally 1 referee;
Age of participants – 15-16 years (born in 1996-1997). Sportsmen aged 14 (born in 1998) permitted upon presentation of certificate.
Weight categories:
Boys: 32, 35, 38, 42, 46, 50, 54, 58, 63, 69, 76 kg.
Girls: 30, 32, 34, 37, 40, 44, 48, 52, 57, 62 kg.
Judo
Individual competitions.
Team composition:
22 persons, including:
Boys – 9 sportsmen (one in each weight category), 2 coaches, for foreign teams – additionally 1 referee;
Girls – 9 sportsmen (one in each weight category), 2 coaches, for foreign teams – additionally 1 referee;
1 team manager
Age of participants – 15-16 years (born in 1996-1997). Sportsmen aged 14 (born in 1998) permitted upon presentation of certificate.
Weight categories:
Boys: 46, 50, 55, 60, 66, 73, 81, 90, over 90 kg;
Girls: 40, 44, 48, 52, 57, 63, 70, 78, over 78 kg.
Track and Field Athletics
Team composition:
30 persons, including:
Boys – 13 sportsmen (additionally in the competition of Yakut National Jumps – 2 sportsmen),
Girls – 11 sportsmen, 1 team manager, 5 coaches.
Age of participants: 16 years and younger (born in 1996 and younger).
Sports disciplines:
1) race 100; 200; 400; 1 000; 3000 m. (boys, girls);
2) steeplechase 2,000 m. (boys, girls);
3) long jump; high jump; hop, step and jump (triple jump) (boys, girls);
4) relay race 4x100 m. (boys, girls), 4x400m. (boys, girls);
5) hurdle race 100 (girls), 110 (boys), 400 m. (boys, girls);
6) Yakut National Jumps:
Competition program – triathlon (Kylyy, Ystanga and Kuobakh)
Kylyy – 11 non-stop jumps on one leg with a running start and final landing on both feet.
Ystanga – 11 jumps switching legs with a running start and final landing on both feet.
Kuobakh – 11 non-stop jumps on both legs right away or with a running start.
For each type of program teams can submit no more than two sportsmen.
Track events on 100 m, 200 m, 100 m hurdles, 110 m hurdles are held in 2 rounds (preliminary heats and final). In the rest of the racing disciplines the final races will be conducted. In the field kinds, depending on the number of declared participants in the kind of program, qualifying competitions can be held.
Mas-Wrestling (Stick Tugging)
Individual competitions.
Team composition:
7 persons (one in each weight category), 1 team manager, 1 coach.
Age of participants: 16 years and younger (born in 1996 and younger).
Competitions are held according to the rules of the Mas-Wrestling Federation of Russia.
Weight categories: up to 45, 50, 56, 62, 68, 74 and over 74 kg.
The system of competitions is held with elimination after 2 defeats.
Table Tennis
Team composition:
7 persons, including:
Boys – 2 sportsmen, girls – 2 sportsmen, 1 team manager, 2 coaches.
Age of participants – 14-15 years (born in 1997-1998).
Individual competitions, are held on the following kind of programs:
• Singles (Boys);
• Singles (Girls);
• Doubles (Boys);
• Doubles (Girls);
• Mixed doubles
Singles competitions are held in 2 stages.
In the first stage sportsmen are drawn into groups according to their ranking and territorial belonging.
The quantity of groups and quantity of participants in groups are defined by the Chief Referee Board (CRB) depending on the total number of sportsmen.
The achieved places in groups are determined by the number of points obtained in accordance with the Competition Rules in table tennis.
At the second stage the participants who have won first place in their groups, play with elimination system before determination of all places.
The participants, who have taken the second place in groups, play on the same system, for the subsequent places and so on.
CRB may change system of competitions at the second stage depending on total number of sportsmen.
Competitions in doubles held on system with elimination after the first defeat and with a competition for the 3rd place.
All competitions in singles and doubles are held in five sets.
Swimming
Team composition: 21 persons, including:
Boys – 7 sportsmen of 15-16 years (born in 1996-1997), 2 coaches;
Girls – 7 sportsmen of 13-14 years (born in 1998-1999), 2 coaches;
1 team manager.

Competitions are held with the preliminary heats and final race.
Shooting
Individual competitions.
Age of participants – 15-16 years (born in 1996-1997).
Team composition:
7 persons, including:
Boys – 2 sportsmen, girls – 2 sportsmen, 1 team manager, 2 coaches.
Shooting is executed using an air rifle (Exercise Airrifle-4) at a distance of 10 meters and air gun (Exercise Airgun-2) at a distance of 10 meters.
Winners in the individual events are determined in each exercise.
Sambo
Individual competitions, held separately among boys and girls.
Team composition:
16 persons, including:
Boys – 6 sportsmen (one in each weight category), 1 manager, 1 coach, for foreign teams – additionally 1 referee;
Girls – 6 sportsmen (one in each weight category), 1 manager, 1 coach, for foreign teams – additionally 1 referee.
Age of participants – 15-16 years (born in 1996-1997). Sportsmen aged 14 (born in 1998) permitted upon presentation of certificate.
Weight categories:
Boys: 42, 48, 56, 63, 73, over 78 kg;
Girls: 38, 42, 48, 56, 65, over 70 kg.
Artistic Gymnastics
Team composition:
7 persons, including:
Boys – 2 sportsmen of 14-15 years (born in 1997-1998);
Girls – 2 sportsmen of 11-12 years (born in 2000-2001);
1 manager, 2 coaches.
The program of competitions includes individual event among boys and girls in all-round (competitions 2) and in certain types of all-round (competitions 3).
To competitions 3 allowed for 8 gymnasts showed the best results in competitions 2.
Archery
Individual competitions.
Team composition:
7 persons, including:
Boys – 2 sportsmen;
Girls – 2 sportsmen;
1 manager, 2 coaches.
Age of participants – 16 years and younger (born in 1996 and younger).
Shooting executed using the classic bow at a distance of 60, 50, 40, 30 m (144 shots). Finals are held from a distance of 60 m. Winners in the individual events are determined in each exercise.
Taekwondo (WTF)
Individual competitions.
Team composition:
13 persons, including:
Boys – 5 sportsmen, girls – 5 sportsmen (one in each weight category), 1 team manager, 2 coaches.
Age of participants – 15-16 years (born in 1996-1997). Sportsmen aged 14 (born in 1998) permitted upon presentation of certificate.
Weight categories:
Boys: 48, 55, 63, 73, over 73 kg;
Girls: 44, 49, 55, 63, over 63 kg.
Competitions will be held by the Olympic system (there are two 3rd places).
Football
Team composition:
21 persons including 17 players, 1 team manager, 3 coaches, for foreign teams – additionally 1 referee;
Age of participants – 16 years and younger (born in 1996 and younger).
The tournament will host 8 teams.
Teams are drawn into 2 Subdivisions A and B with 4 teams in each. Competitions are held with round robin system in 1 tour.
Teams that win 1st and 2nd places in Subdivisions A and B compete for 1st-4th places in the semi-finals with the following set out:
Subdivision A 1st place – Subdivision B 2nd place
Subdivision B 1st place – Subdivision A 2nd place
Winner teams of the semi-finals proceed to the finals and compete for 1st place, defeated teams compete for the 3rd place.
Teams that get 3rd and 4th places in Subdivisions do not compete in playoffs for 5th-8th places.
Rhythmic Gymnastics
Team composition:
4 persons including 2 girls, 1 coach, 1 team manager, for foreign teams – additionally 1 referee BREVE IV, III cat.
Age of participants – 13-15 years (born in 1997 - 1999).
Competition program: hoop, ball, clubs, ribbon.
Competitions are held as individual event all-round and in certain types of all-round (competition 2 and 3).
Winners are determined by the highest number of points in all-around (Competition 2), and the highest number of points in certain types of all-round (Competition 3).
Through to Competition 3 are allowed eight gymnasts who showed the best results in the given kind of all-round.
For the same amount of points obtained to pass through to the finals the gymnast with the greater amount of points in the round has the advantage.
Chess
Team composition:
5 persons, including:
Boys – 2 sportsmen, girls – 2 sportsmen, 1 coach.
Age of participants – 15 years and younger (born in 1997 and younger).
Competitions are held as individual tournament (among boys and girls separately) under the Swiss system of 7 rounds.
Time control: 1 hour, 30 minutes to each participant till the end of the game with addition of 30 seconds per move starting from the first.
Winners are determined by the highest number of points. In case of equality of points places are determined by the Buchholz rating system and then – at the "Progress " rating system, then – by the Sonneborn-Berger rating system.
Draughts
Team composition:
5 persons, including:
Boys – 2 sportsmen, girls – 2 sportsmen, 1 coach.
Age of participants – 16 years and younger (born in 1996 and younger).
Competitions are held as individual tournament under the Swiss system of 7 rounds.
Time control: 1 hour, 30 minutes for the first 50 moves, then 30 minutes to each participant till the end of the game.
Competitions among athletes with disabilities:
Freestyle Wrestling
Individual competitions, are held among boys under Deaflympics program.
Team composition:
8 persons including 5 sportsmen (one in each weight category), 1 team manager, 2 coaches, for foreign teams – additionally 1 referee.
Age of participants – 15-16 years (born in 1996-1997). Sportsmen aged 14 (born in 1998) permitted upon presentation of certificate.
Weight categories: 38, 42, 46, 50, 54 kg.
Powerlifting
Individual competitions are held among boys and girls separately under Special Olympic and Paralympic programs.
Team composition:
15 persons including: boys – 6 sportsmen, girls – 6 sportsmen, 1 team manager, 2 coaches.
Age of participants – 17-18 years (born in 1994-1995).
Individual competitions.
Weight categories:
Boys: 52, 67.5 and over 75 kg;
Girls: 48, 60 and over 67.5 kg.
Winners in individual events are determined in each weight category: in Special Olympic program – by the Wilks formula; in Paralympic program – by A.H. Coefficient Formula Male and Female.
For each weight category program teams can submit no more than two sportsmen.
Note:
Referees who have an international judge category are invited only as part of foreign teams.
All arguments are to be considered by Board of Appeals. Appeals are handed in by official representatives of the teams in written form no later than 1 hour after the end of the competition.
VI. AWARDING SYSTEM
Participants who win 1st-3rd places in individual competitions in sports disciplines are awarded with medals, diplomas and memorable souvenirs of the Russian Ministry for Sports, Tourism and Youth Policy.
Teams who win 1st-3rd places in team sports disciplines and team kinds of sports are awarded with cups and diplomas. Participants of the teams are awarded with medals and diplomas of the Russian Ministry for Sports, Tourism and Youth Policy.
Coaches of winner participants in individual and team sports disciplines and winner teams of the Games in team kinds of sports are awarded with medals and diplomas of the Russian Ministry for Sports, Tourism and Youth Policy.
The Organizing Committee additionally places prizes to team members of team kinds of sports.
VII. FINANCIAL CONDITIONS
The Ministry for Sports, Tourism and Youth Policy of the Russian Federation and the Government of the Sakha Republic (Yakutia) provide equity participation in financing the 5th Children of Asia International Sports Games under agreement.
The Russian Ministry for Sports, Tourism and Youth Policy implements the financial provision of the Games in compliance with the Order of Financing at the account of the federal budget and Norms of Expenditures of funds directed to holding of physical culture and sports events included in the Unified Calendar Schedule of interregional, All-Russian and international physical culture and sports events.
Expenditures for delegating teams and participants to the Games (travel costs to and from sports venues, daily allowances, insurance) are provided by the delegating organizations.
Expenditures for meals and accommodation of foreign teams are provided the Games Organizing Committee.
VIII. SECURITY OF PARTICIPANTS AND SPECTATORS
The sports events will be held in sports venues and grounds that comply with the requirements of approved standard legal acts, valid on the territory of the Russian Federation and aimed at ensuring public order and security of the participants and spectators, and also having acts of readiness of the venues and grounds to hold events approved in the established order.
All sports venues will accommodate an ER transport and qualified medical personnel.
IX. INSURANCE OF PARTICIPANTS
Participation in the Games is subject to existence of the agreement (original copy) of insuring from accidents and of life and health, which is presented to the Credentials Committee for every participant.
Insurance of participants of the competition can be financed either at the expense of budget or extra-budgetary funds complying with the acting legislation of the Russian Federation and territorial regions of the Russian Federation.
X. APPLICATION FOR PARTICIPATION
Preliminary applications to participate in the Games are submitted to the Administration of the Children of Asia Games International Sports Games not later than July 1, 2011. Official applications should be submitted not later than February 1, 2012.
Not later than March 1, 2012 the Administration will send official nominal application forms to those countries and regions of Russia that confirmed of their participation. Filled nominal application forms with 2 photographs (5x6 cm) of each participant should be submitted to the Administration not later than June 1, 2012.
On the day of arrival, team managers should submit the following documents to the Credentials Committee of the Games:
1. Technical applications of established form for every kind of sports – two copies (Appendix to the given Regulations);
2. Medical certificates (original document) with admission to competitions; boxing competition participants should have boxers passport (IAAB);
3. Identification documents (passport or any substituting document);
4. Insurance policy (for every participant);
5. Insurance agreement (original document for every participant).
The teams should have the national anthem (on tape or CD), three 180x90 cm national flags (or regional flags for subjects of the Russian Federation).
